A public listing, a worker profile, and permission to manage a venue are separate things.

Public venues can be browsed and reviewed whether or not a manager account is linked.

An account is linked
MattBlack can assign management access. Existing managers with the relevant permission can issue time-limited links for workers to connect their own accounts.

Permissions set the boundary
Permissions decide what each linked account can change: details, imagery, events, announcements, team records, or access settings.
Public self-service claiming is not open. Recommending a missing venue does not create management access.
